The fan is supplied with unswitched power (+30) via fuse 22. The speed controller is managed by the ACC head. The controller regulates the ground side of the motor.
So if the speed regulator shorts to ground, the ACC fan will not shut off when the vehicle is shut down. That is definately not a short circuit, but a motor load. So the problem may be a fault with the wiring to the motor from the fuse, or the motor itself has a short or other flaw that creates a load higher than what the fuse can sustain.
The motor gets +ve (+30) on a red wire, and ground via the speed controller on the other (red/brown). (These wires are 6mm as in 6 square mm of area of copper.)
Saab 4 cylinder turbo engines do not have SAI pumps (smog pumps).
So I am inclined to narrow the problem down to the fan motor or its +ve lead from the fuse. A short in the speed controller cannot create a short circuit, but can only turn the fan motor on to full power at worst. So the overload could be from a bad winding in the fan motor or a problem with its wires.
As for the heated seats, WIS shows that these get power (heated seats with memory), via fuse # 38. So that does not solve your riddle.
Smell anything hot? If problems cross boundaries that they should not, there are two possibilities, an overheated wire melts through insulation and contacts another wire, or some ground points become disconnected and that messed up circuit behavour of a few other things. Should not be a problem with damage to wires from mice, as this stuff is protected in the cab. But lifting the ground that the fan motor uses, would reduce or eliminate the current draw of that motor and that does not blow a fuse.
