Let me get this straight...they're letting you have the part (pulley), but are charging you for the labor to put it on. What does the belt have to do with any of this? Yes, I know they have to change the belt when they change the pulley, but it isn't clear to me why there is an issue about the labor being the same for either job. Maybe that's why it doesn't make any sense. :).
In any case, remember that the time they're quoting is from "the book"...a book used to quote labor whether it takes them 1 hour or 5 hours to do a job, the book price is what you're typically charged. This is good for a good mechanic, as he stands to make a little money on his time, while good for the consumer with a slow-working mechanic, so it balances out. And yeh, I'd certainly think the book would suggest about the same time to change a pulley and a belt - they both require the same amount of work to get to said pulley and belt. In the grand scheme of things, yes, it takes a little more time to actually change the pulley and slap a new belt on, but the book would likely keep the time pretty close.
