Anything is possible.
I have seen some gorilla mechanics manage to do all kinds of strange things to a car.
How many miles on the car?
I can promise you one thing though (and seen it over and over again). A car WILL fail shortly after a mechanic has touched it (especially if you take it to a new mechanic).
This is so common it is not even funny. It's the plain Murphy's law in work.
So if you car is up in the 60-100K miles range and the water pump has never been replaced, I wouldn't be surprised if it starts to leak right after the belt has been replaced. It might be that the new belt is causing a slight increase in vibrations until it have settled into the grooves of pulleys and that is enough to bring an old pump over the edge and start to leak.
