It depends on a bunch of things. If your doing city mileage, it's reasonable. Otherwise, it might be a little low, or it might be normal:
Its been REALLY cold up there, and if you're only doing short trips, the car won't fully warm up. Are you idling the car while you clear snow to warm it up, or letting it run while you are picking people up or waiting for something? All of these 0 mpg moments will affect the kpg (canadian miles per gallon) Are you plugging in the block heater (I think they are standard in Canadien cars)? On the same note, does the car warm up completely? If not, the thermostat could need replacement.
Check your tire pressure, it will drop in cold temps enough to make a difference on drag/fuel mileage. Do you put on snow/winter tires which might not get the same economy as the summer or allseason tires?
Fuel mixtures change in the winter, and that is good for a slight drop in economy, too, across the board. I get better gas mileage when I drive full tank to empty tank. In the winter, I tend to fill up at a 1/3 to a 1/4 tank, and so I'm lugging the weight of the gas and the other winter crap I carry, too.
As an aside, how long since it's seen a tuneup/plugs/air & fuel filters? It could be that you are coming due for them on a 2001!
