The Saab OEM filter do drain right away when turned upside down IF the engine oil is hot when draining.
The Volvo filters doesn't.
If the engine is cold when draining, it can create an air lock and the oil stays inside the filter.
Hard to say what's loose inside since the filter media is only held in place by the lid and a rubber gasket and a sheet metal platform at the bottom, resting on the cup shaped filter housing.
Even Saab OEM filter have a limit where the paper media starts to disolve just like toilet paper and I wouldn't want to keep the same filter in there for more than one year (6 month 5K miles is my recommendations).
