Hi there fellow rally fanatic,
I have rallied a Saab 99 turbo for the past season (Canada), and have owned a share of every Saab made. When I was building my rally car I also wanted to raise it higher, however this is not always a good idea. The ride height on Saabs is quite awesome for rallying and combined with their "somooth" underbelly gives "plently" of clearance on rough roads. Having said that it highly depends on the most common rally stages you run. On really rough roads you want to have the suspension fairy "soft" to absorb all the bumps and lots of downward travel for those yumps! On hard pack and hard gravel - go hard or go home (or ditch) this allows the car to have much better weight transfer around corners. What I did: Up here we have some awesome backcountry roads with very fast sections on hard pack. Thus I went to my local spring supplier (actually a place that makes springs for everything from wheelbarrows to tractors) and sized up a stiffer spring but same lenght. The effect has worked good (yes, I checked with 3 different combos). As far as clearance if it's a really rough road you will always end up with an exhaust that looks like a wet piece of tissue paper at the end of the weekend!. Make sure you have good shocks and good solid brakes and pads - belive me it's nice to "have" brakes when you suddenly realize your co-driver is not on the right page!!
If you have time and patience it is also advisable to transfer the brake and fuel lines to run inside the cabin (I have not done that yet and been fairly lucky - no holes yet, however my friend (VW Golf) punctured a fuel line and had to withdraw from the race once)
