This is a very common failure. The foam of the foam -back fabric breaks down. Trying to glue it back will not work. My temporary and slow it down fix is to install several 'screw-pins', not sure what their official name is. They are upholstery add-ons, years ago used to hold the little arm covers on upholstered chairs. Also used to secure slip covers I think. They have a clear head and a screw shaft. Several placed appropriately will hold the fabric up and slow down the fall. I don't think they damage the headliner shell and are not very visible, at least a lot less so than sagging fabric. I have gotten them from the Sears Hardware stores in Indiana, but have not found a good source here in Portland,OR. Aha ! found the package: National hardware, Upholstery Twist Pins,Clear. Good luck I am not sure if replacement headliners are still available from Saab for your car. Pre'87 style are not available anymore and were very costly when they were. Find a good Upholstery shop and ask for 1/16 th inch foam backed fabric the 1/16 is very hard to get, 1/8 th is easier and 1/4 is easy. 1/16th is closest to original, 1/8 th works OK, thicker looks poor and doesn't really work with the sunroof.
