Unless you bought orginal equipment tires (made for another car) which I doubt because you would never want to pay that much for tires. When tire companies make replacement tires, they don't care much about rolling resistance. The big design considerations are traction and wear. Reducing the carbon black level or using alternates fillers will cause increased static charge build up but also tends to hurt wear and increase manufacturing costs. Be very careful as you slide across the seat when you get out and see if this stops the shocks. Assuming you are in the nothern hemisphere, it is nearly winter and very dry outside. This will increase charge build up as you get out of the car.
I have leather and never had a problem. What is your upholstery? I would get shocked in my last car (Volvo) depending on how I got out.
Another test - if tires are building up charge as you drive, you will shock people at toll booths. Or you can just touch your mail box while in you car.
