I'm new to the 900's but have seen a couple of things that may send you in the right direction. I just replaced the fan in my 87. In the box with the new fan was an English translation of a Swedish instruction. The instructions said to remove a certain wire from the air vacumn switch (far right of the three) with the intention of disabling the fan running at full speed for the AC. The reason they said to do this was that full fan speed could be selected in another way. I'd have to think they meant the three position switch. It seems likely that this is the way you are currently getting full speed on the fan motor.
More to your issue, I did some work on a friend's 85 900. His fan wasn't working on all speeds. On his car the three position fan switch didn't control the fan directly. It was wired to a "resistor pack". The resistors in the resistor pack made the fan run at less than full speed (or was supposed to) when positions 1 or 2 were selected. On his car, this "resistor pack" was burned out. Replacing it fixed the problem. This may be your problem too.
As I recall, the Bentley manual said to remove the driver's side speaker grill to get at this thing. I was never able to find it, however. The picture of the thing was a kidney shaped thing with push on connectors. We ended up having a shop replace it which was not very expensive.
Hope this gives you some ideas and good luck.
