If I am not mistaken: The APC system is set to cut boost wehen you put the brakes on (because you obviously don't need boost when you are slowing down). It uses the brake light switch to know when you are applying the brakes. So, a faulty brake light switch makes the APC system think your foot is always on the brakes.
