What you describe seems to me like the normal knock-sensing function doing its thing. You say you adjusted the retard actuator, but do you have the SPG9 AID unit? That makes a big difference. I also presume you're using premium grade fuel, and not regular unleaded.
If you don't get the AID, what I would recommend is that you look carefully at the electrical end of things -- ensure you've got good plugs, gapped correctly, good wires, etc. Unfortunately, without the AID or BTM, you won't have the boost/retard curve optimized for both cruise and deep redzone boost, so you'll end up with a compromise there.
If you do have the AID, try setting your timing to around 20 - 21 degrees BTDC and see if that makes a difference. Otherwise, with stock advance/retard, leave it at 16.
Finally, if the stock ignition system is in optimal condition and you don't opt for the SPG9 AID, you can always adjust your wastegate actuator so that you max out at 1/2 redzone boost -- the car seems to work just fine there, so that might be a good place to set it. It's easy to adjust; let me know if you need details on how to do that.
