Headlights don't come on at first

I have a 1990 SAAB 900 SPG Turbo.
Often (enough), when I start the car, the headlights won't come on at first. Parking lights will work (and go on and off as I turn the switch), and I can make my brights come on by holding the lever in (but only for as long as I hold the lever in).
If I leave the switch in the position to have the headlights on, sometimes they will come on on their own. At times I've had to drive while holding the lever in until the lights kicked on.
One interesting thing is that when the lights DO finally come on, the SRS light will light for a few seconds, then go out.
The low beam fuse seems ok (and must be, since they come on eventually?). There is a Day-Run fuse which has been removed, with a wire placed in one terminal that then goes somewhere (I haven't traced where yet). I assume this is to disable day-run lights.
I have a multimeter, so I can test whatever as long as I know where to look.
Any thoughts?
