if a 16v it is possible that the throttle position switch is sticking.. the aic is only part of the idle circuit. clamp the top hose off and set idle at 900. set TPS to actuate just as car comes off idle. verify damper not sticking. then unclamp and see what happens. also check for vacuum leaks due to hard rubber grommets. they may seal as they warm and soften.
