I'm assuming it's an 8 valve turbo and no it's not inherent. My 84 had over 188K on it when it was rearended and never had the head off. The SOHC engines seemed bulletproof compared to the 16valve, although at obviously lower power levels.
I'd bet the valve was seated improperly...valve seat width is critical on all exhaust valves and must be a minimum width to ensure long life. If seat width is too small or too far out on the valve, the valve will run hot because it doesn't have enough dwell time vice the seat width to bleed heat back into the head.
Assuming all 4 exhaust valves were done identically, the only other possibility is a lean condition on #3 cylinder which could be a function of port/manifold (inherent, but hard to believe) or the pressure distributor since you said the (CIS) injectors all flow the same. Do the sparkplugs indicate similar burn conditions or does #3 burn much whiter than the rest. Is there a leaking O-ring at the injector or perhaps an intake manifold leak or even a porous or cracked intake manifold (really reaching now, but #3 burned valve in 80k is unusual!)?
Since you can't adjust the lean condition on the one cylinder you'll probably have to adjust the entire system rich.
