Concerning the AC you've got two items to deal with.
The first is fixing whatever is wrong. It could be as simple as just needing a recharge, but that usually means there's a leak somewhere. Fixing a leak could be relatively cheap. Most likely, there's a leak in one of the hoses, but you won't know until you get it checked. If the seals on the compressor are shot, but it's otherwise OK, new seals can be obtained for less than $25 and installed yourself or by a shop. E-mail me if you want details. The big expense happens if the compressor is shot.
The second item is recharging the system. You can go with the old R12 refrigerant, but the R12 is pretty expensive. While it may cost a little more now to do the conversion, it's probably worth converting to R134 refrigerant at the same time you're getting the other work done.
Overall the cost of getting the AC operational is probably at least a few hundred bucks, but could be quite a bit more.
The headliner fabric falls down because the foam part of the fabric deteriorates; it happens to all older Saabs. You can remove the shell to which the fabric is glued, strip off the old fabric and glue on new fabric without too much difficulty. Check the FAQ for more info. An auto upholstery shop can do it for you too.
Replacement fabric can be obtained from Worldupholstery.com, most auto upholstery shops, and from vendors that advertise on this BB. One vendor on the BB will send you a shell with new fabric attached. Based on comments on this BB and my experience, the only glue worth using is 3M Super Trim adhesive. If you do it yourself, the cost is probably $50-75, depending on how much you pay for the fabric. A shop will probably charge several hundred dollars to do it for you.
