Pull a door switch and disconnect the wire on it and ground it. If the lights don't work, the most likely problem is the switch. It only takes one spilled soda and some time to dissolve the paper thin contacts inside it. It can easily be disassembled and inspected/cleaned/repaired. I have seen many than were nearly completely corroded (unrepairable). Disconnect the switch and jump the blue and black wires in the plug. If the lights work, jump the other wire (brown/black) to the blue and the lights should work when the doors are open. If either of these tests lights the lights, the switch is likely the problem. Check it with a meter before disassembly.
Also, years ago, I smugly patted my self on the back for having figured out which relay under the rear to to disconnect to silence the seatbelt/key warning buzzer (obviously not too tough). It took me a lot longer to figure out why my dome lights stopped working. They worked the moment I reconnected it. I see that relay is still on the wiring diagram for the interior lights on your 89. Another component failure possibility is the time-delay relay for the interior lights. Number one possibility is the rocker switch on the ignition console.
The ashtray light is on circuits unrelated to the dome lighting.
