The APC valve must be engergized to give you full boost. If power is removed from the solenoid, you will drop back to base boost. Now, depending on how you've 'tweeked' your APC, base boost may be higher than on an unmodified car, but it should still be lower than your full boost.
You will do no damage to the engine by simply removing the power from the APC solenoid. You could take the ground return from the solenoid and run it through a switch on the dashboard. Seeing as base boost/APC solenoid unpowered is the 'safe' mode for the system, it's better for the car than full boost.
