ELCD Valve, Washer Pump, Mass. State Troopers

Sorry for the variety of subjects:
1. On the one hand, the Bentley Manual states the ELCD valve should be audibly buzzing during normal operation. OTOH, it also states that the valve clicks when it opens. So mine is clicking, in sync w/ RPM's. Should I replace, not replace, or is it cheap and easy enough to replace w/out considering the cost? Idle seems unaffected. (Though I guess it could be a little better.)
2. Washer Fluid Resevoir full, pump whirs, fluid dribbles out of nozzle. It's possible (though I have my doubts) that I ran the pump w/ the resevoir empty. Can I just ungunk the pump (and how so?), or do I have to spring for a new one?
3. Now, they just stand by the road w/ a hi-tech camera/radar gun and then send you a ticket. So, even if you're driving over the speed "limit", but slowly enough so that they would never pull you over, you're now liable for the bill. Not that I want to disparage the men and women in law-enforcement, but it does seem to be less about highway safety, and more about "revenue enhancement."
Thanks for the advice.
