Do you feel boost or not? Try unplugging the C line from the APC solenoid and going for a drive. BE CAREFUL 'cause boost will be completely unregulated, but you'll know quite quickly whether the turbo part is working. Don't keep your foot in it very long, and expect the overboost switch to cut in quickly.
If you get lots of boost, then you've got one vacuum circuit to check - the one that goes from the intake manifold into the cabin. From there, it splits and goes up to the gauge and down to the overboost switch and pressure transducer. Grab the end off the intake manifold and start sucking and blowing. If you can't do either, the circuit is closed and the gauge should be working properly. If it isn't you've got a dead one.
Now then, if you're getting some boost but not much with everything plugged in, there are two things you need to do. First, set basic boost. You'll *need* a calibrated boost gauge for this. Unplug the APC solenoid. Remove the driver's side speaker grille, and pull the vacuum line off the back of the stock boost gauge and plug it into the calibrated gauge. Go driving around. You should get 4-5psi of boost in this condition. I'm guessing you are getting 1 or 2. Adjust the wastegate until you achieve 5psi - a little more than stock, but it's well within safety and will improve throttle reponse a bit.
Plug the APC solenoid back in and check it. If you're still getting base boost, you've got some troubleshooting. Check the cruise control systems first, then check the APC box itself.
