It should be fastened down, Doogie, and not pointed at the hood. The hose from the air filter canister goes up to that flared end which should be held onto the side of the engine compartment by two Torx-head sheet metal screws. A metal hose clamp band holds the other end onto the side of the filter canister. The idea is to draw cool, dry air from over the left fender rather than taking in the hotter air behind the radiators, the intercooler, and near the engine. The snorkel arrangement also helps to keep the intake from sucking up any water that gets splashed up from underneath the car, as when you hit a puddle on the highway.
Many people regard the arrangement as too restrictive to the air flow, and install K&N filter chargers to replace the canister and snorkel. It's a matter of some debate -- many people swear by them and claim noticeable performance improvements, while others claim they allow too much dirt, water, and heat into the intake air.
Personally, I think a great setup would be a ram-air hood scoop down to the filter box, ugliness aside! Since nobody offers one (and I'm not about to cut a hole in my hood) I've decided to stay with the stock filter setup with my car.
