84 '900 Starting Funny, not sure what's wrong

My '84 4-door Saab is doing something interesting. Somtimes, especially when its cold, it will start up, and make strange noises from the engine. It sounds raspy and unhealthy. The tachometer doesn't work, the windshield wipers don't work, the brake fluid and park brake lights come on for no reason, and everything is just wrong. BUT if I turn it off, and turn it on again, or give a little gas and let it warm up a little bit, it all comes back to life and runs a perfectly. When I leave it on and give it gas, it will all come back at once, the engine stops making the nasty noise, the tach comes back, the park brake and brake fluid lights go away, the wipers work fine, its really weird. It takes about 10-15 seconds for it to come back to life if I leave the car on and let it warm up. The car is running great, one time this problem happened with me I drove the car on a 140 mile trip as soon as it started running well, and it was running as well as it has in years, I broke 100 MPH and juiced a Ford Explorer on the open road. I am suspect of an electrical short somewhere as the cause of the problem, but I don't know for sure. Any help would be greatly appreciated.
