When you turn the key to ON, do you get any dash lights? When you turn the key to START, do you hear any noises?
Yes, the engine could have siezed, but it's very unlikely.
If the lights come on when you turn the key to ON, turn on the headlights and step on the brake. Do the lights dim a little, or do they go out? IF they dim a little, OK. IF they go out, then pull the connections off the battery and clean them. Make sure the ground connection from the battery to the chassis is clean.
If the battery connections are good and the battery has a decent charge, you should hear something from the starter when you turn the key to ON. A common problem is the connection in the ignition switch goes bad, and you can't source enough current to pull in the solenoid, and the start won't turn. I'd pull off and clean the battery connections, and if that didn't work, start looking at the ignition switch.
