What's wrong with my car?

I have a 1986 Saab 900 Turbo that someone gave me recently. When I obtained it, it had one major problem. It will not go above 30 miles per hour. It is an automatic. When I try to reach a speed above 30 mph, it sounds as though it is not shifting up. It revs extremly high but will not transfer into a higher gear. I have tried to get it looked at by a mechanic, but the ones I have taken it to won't tell me what's wrong without first charging $400. Because this car was free to me, I don't want to spend this kind of money to find out it will take much more to repair it. Does anyone have any idea what might be wrong with the car and how much it might be to fix it? There does not seem to be anything else wrong with it and it is fun to drive. Any information and/or ideas would be great!
