When you say the locks don't work, is it a case where you don't get the 'thunk' when you turn the key, or do you get the 'thunk', but the locks don't move?
If you don't get the 'thunk', then chances are the problem lies in the microswitch in the driver's door. It might be out of alignment, and when cold, even more so. I've never had to fix one yet (so far!), but it would be worth looking at.
If you get the 'thunk', but the door buttons don't move, or don't move enough, then they probably could use some lubrication. Things bind at cold temperatures, and any lubrication still in there will be stiff and sticky in the cold. So try lubricating the mechanisms. I recommend something like a dry silicone, or some of the liquids that evaporate and leave the dry graphite or silicone. The trouble with liquid lubricants (like WD-40) is that they will attract dust and dirt, and are thicker in the cold.
