Sounds like a relay inside the Seat heater control knob assembly on the dash. I had a 1990 with the problem, but I never bothered fixing it (They're not really necessary here in Houston). The seat temperature is monitored by a temperature sensor in the seat. Your problem could be in the sensor, the wiring to the sensor, the seat heating element and wiring, the heater control knob assembly, or even the switch under the seat that deactivates the heating element when there is no one in the seat.
The heater knob assembly is probably the easiest thing to replace (it should just pull out of the dash), but may be the most expensive, if you have access to a known good one you can borrow or get real cheap, it might be worth swapping out. If that's not the problem I would suspect that the problem would be with the temperature sensor or wiring (The relay could be switching on and off very fast [chattering] in response to bad signals from the sensor).
