What year?
I'm assuming that it's later than '84 (or is it '83 that SAAB introduced APC) and it has APC protection.
If you're getting full boost without a vacuum connection to the pressure transducer, it sounds like the previous owner (or a frustrated maintenance tech) cranked the wastegate actuator rod to the point that they got full boost without any of the APC protections.
File this under "Not A Good Thing".
Check one thing: When you're driving under boost, lightly press on the brake pedal. Does the boost indication drop down to the lower third of the yellow? If it doesn't (and you don't have a modified APC), the APC should drop the boost down. Let us know.
