Transmission Govenor ........... Shifting Problem !

I have a 1990 900 non-turbo and a 1989 Turbo 900 series, both are doing the same thing when then shift. It will go through all the gears until the final one at a higher speed and then it won't shift unless you push real hard on the gas pedal like to pass someone. I have been reading my Bentley Book for trouble shooting and everything points toward the Govenor in the Transmission.
I am planning on draining the fluid and replacing the filter, while I am in there I was contemplating pulling the Govenor out and looking around for dirt or crud. Past posting have indicated while I have the Govenor out take some 400 grid sand paper and clean the bore out so that the piston will travel easily.
Any comments on these ideas and is there anyone out there that has done this several times and can give me some inside information on what to look for and to do and what NOT to do?
Is there anything I am going to be doing here that could screw up other things in the transmission as I take this govenor out. It appears to me you simply take out the screws or bolts and remove it from its valve body...... any comments here?
