Both the brakes and clutch hydraulic system draw from the same reservoir, but there doesn't seem to be any reason that stepping on the clutch should directly cause a drop in brake line pressure; they're on separate circuits. However, when you step on the clutch you're also letting engine RPM drop which reduces the vacuum supplied to the power brake booster. It's therefore possible that the check valve or diaphragm in the the brake booster is bad, or the line leading to the booster is leaking, or other vacuum lines are leaking, etc.
As for the rear brakes locking up, it seems most likely that the front brakes aren't doing much so only the rear wheels are providing braking. The problem could be because the calipers are siezed, air in the line, pads that have worn completely away, leaks, or some related issue. Does the brake pedal feel spongy (air in the line)? Does the parking brake work (problems with mechanism)? If the brake fluid reservoir has been allowed to drain all the way out, air may have gotten into the lines. Start by inspecting the calipers for leaks, siezing, etc., insure that you've still got brake pads left, and if calipers and pads are OK, then bleed the brake lines to purge any air that may be in there.
By the way, the left front and right rear wheel are on one brake circuit, the other wheels on the other. So if the left rear wheel locks up, then the problem may be with the right front caliper, and vice versa.
