Phil,
I think the front caliper has the e-brake built in.....there is a tool used to set the piston for just that reason. Are the pads loose in the caliper? it has two "fingers" that screw the piston out of the caliper to "set" the pads. It sounds like everything else is OK, you might want to think about how the parts came off-
wait-how much does the arm of the e-brake cable move? It should be under an inch-move it till it stops the rotor from moving. is it alot of travel??
if it is, that is why the cable won't hold, no matter how much you adjust the cable. The piston must be adjusted, just like the rears. If you never did them, the piston is screwd in till the pads grab, and then backed off. That is what you are doing with the fronts, setting the travel.
They changed around 87 or 88 to the rears-for grat smoke filled burnouts.
