Replace your plugs (use the proper spec NGKs), cap, rotor (both Bosch), plug wires (splurge and get Magnecores from SAS), fuel filter (Bosch), air filter. Clean the throttle body, check the timing, check for cracked vaccum lines, etc.
I believe the Townshend website has a tune-up procedure. Or, get a Bentley manual.
There probably isn't one thing to fix or replace that will dramatically improve your mileage. It will be the combination of changing all these things together. If you don't see an improvement after changing all this stuff, go see your mechanic. You should be getting better mileage than 19-23. The worst I've ever gotten on my 86 900T was about 24 mpg, all in-town miles. Average is 28. I get 30-31 on long, highway trips. Oh yeah, I have 244,000 on the original engine and turbo. I usually do a tune up about every 9-10 months, just to keep everything in tip-top shape.
