Front wheels want to go in different directions

...or different speeds, I can't quite tell. The problem happens with the steering wheel close to lock (in either direction) and the car moving slowly, like when making a U-turn. The tires dig into the pavement and the front lurches from side to side as one tire then the other gets control. This doesn't happen in wider radius turns or when going straight.
I don't think it's the ball joints, since they were replaced less than a year ago. I suspected the tie rod ends, but they seemed tight when I yanked on them (although I don't honestly know exactly how they should feel).
For background, the car doesn't shake at high speed or pull when braking or accelerating.
Any suggestions would be appreciated.
