1. Yes - anything that carries gas or gas vapors should not use silicone. Most silicone hose (including that from HoseTechniques) is not rated or recommended to carry gas. I use it anyway 'cause it looks cool, but you'll probably end up replacing it every so often as it falls apart... :)
2. The right size is 3.5mm. If you can't find the right size, call HoseTechniques in SoCal and they can hook you up. Don't buy the wrong size, or you'll be hating life when it falls off...
