Hence, there is no vacuum advance at idle. Then as the throttle butterfly opens, the distributor hose port is exposed to vacuum and the timing is advanced, (made earlier or more before top dead center). When the turbo starts boosting, the manifold vacuum is reduced (more pressure) and the timing is retarded (closer to top dead center) to reduced knock.
