With the right tires and the right drivers, Saabs do very well in the snow. Keep in mind most of Sweden sees a lot of snow all the time, and the engineers certainly took that into account when designing their car.
Have the power steering leak checked out thoroughly. Leaks only get worse, no matter what you do. If it's the rack, which is not uncommon as Saabs age, you're looking at a $150 part (rebuilt) and a few hours of labor to install. If it's the pump, which is less common, it will be significantly more costly to repair. A rack in bad shape becomes more difficult to manage as it gets worse, but a bad pump can be dangerous as power assist goes on and offline.
$2k sounds pretty reasonable for the car - I would not pay $2700 for any '87 save an SPG or maybe a 900T in *perfect* shape. I'd also be skeptical of a car that needs $700 in brake work - that's a lot of brake work! Find out exactly what that work would entail prior to agreeing to it, and take that into account when negotiating a price. In California, I would expect to pay around $2k for a car that was more or less ready to drive and not needing any major repairs.
As for durability - Saabs last. They need maintenance just like any other car, but they tend to hold together exceptionally well and age every bit as gracefully as Volvos do (or did - not so sure about the newer ones :). The only thing to be wary of is the transmission - they are a substantial weak link in an otherwise well-designed car. Fortunately, on non-turbo models, they do quite well and are usually good for at least 150k-200k miles before needing work, and preventative maintenance and good driving habits can keep them going a long time.
