check if both gage and t-stat are true: do cold start and confirm that metal insert in upper hose gets hot at 40-50% on gage (82C t-stat). continue idle, and in a few minutes gage will rise to kick in fans at 2/3 to 3/4.
note bad connection to sensor or gage will give false readings.
if above is OK, but fans kick in near red, pull upper hose and use mech's mirror to inspect tube bore and inlet holes to core. old rads often plug .... mine did. It is likely that the rad is plugged to point where the hot coolant does not reach the fan switch soon enough.
less likely fan switch problem. can pull and test, or replace with std saab 92C part for $15 from sobstory.com.
