Clutch lets out very low to floor

I am in the process of buying a 86 900T. The only major thing I have found wrong with the car is that the clutch pedal goes almost to the floor before catching and I only have to let up a tiny bit before it releases. When I drove the car I couldn't get the clutch to slip at all. I tried on flat ground and also on steep hills. It wouldn't slip at all. Is it the clutch or the slave? Maybe the cable? I really don't think the clutch is bad but if I replace the slave the clutch gets done too and vise versa. Thanks for any help.
