hooter valves - normal or not?

Hi all - my first turbo, a 90 900 makes a lovely hooting noise at partial throttle conditions - when the boost gauge is held just a hair into the yellow. If I stomp on the gas or let off, the noise goes away, and the boost seems normal. Sooo.... is it called a hooter valve because, sure nuff, it always makes that noise in those conditions? Or is the thing broken/about to break?
