Take the connector off of the Throttle Position Sensor. It's a black thing on the opposite side of the throttle body from the throttle cable bellcrank.
When the throttle is closed, there should be no resistance between pins 1 and 2.
You can try do adjust it by loosening the 6(?) mm screws that attach it to the throttle body. Turn it a bit until it clicks when the throttle is in the closed position. If there's still no resistance between pins 1 & 2, it's cooked and you need another one.
I had this happen on my '88 900S. Climbing up to high idle like that started out being intermittent, but got a lot worse. I diagnosed it like I said above and replacing the sensor cured the problem.
