Muriatic Acid, aka hydrochloric acid, is often used as an "acid wash" to treat a garage floor prior to painting - it dissolves some of the lime from the concrete and makes the surface a little rougher for paint to adhere to.
In a weak solution I seriously doubt if it would touch the oil. It is nasty stuff though - protect skin, clothing and eyes!
