the idle should be rock steady at all temps at 850-900 rpm. that is the function of the AIC and idle circuit. for about the 20th time........clamp the top AIC hose and set base idle to 900. then verify that Throttle position switch actuates JUST as throttle comes off stop. unclamp hose and voila....
NOW if not idling right it is time to replace AIC or AMM. but that is another story...
your mech is way off.....the old CIS would idle a little higher when cold..but not at 1600!!!! more like 1050.
