Straining Wipers

I've posted this issue here before, but I still have not solved it.
My wiper blades can barely make it across the glass (wet or dry). I have lubed all the joints underneath, even replaced the motor. But still, not much power gets to the blades. When flipped up, they move OK, but not when on the glass.
Also, when flipped up, there is no speed difference in the motion between high and moderate setting from the interior switch arm.
Someone mentioned the need to clean out the ball bearings to ease the pivoting. Where are the bearings? In the motor? (I bought a new one and still have the problem)
Is this an electrical problem? A fuse issue? How should I trouble shoot the electrical aspect of this? I'm moderately skilled, but no expert.
What do I do next? I basically can't drive when it rains or is sloppy.
