Check you "kickdown cable" - my problem was just the opposite of yours - mine wouldn't UPSHIFT until it hit 4000 RPM - either into 2nd or 3rd gear.
After asking around here about the problem, I noticed that my kickdown cable had become damaged and too much slack causing the car to upshift at a way too high RPM.
Since your's seems to be the opposite problem, then prehaps yours has come out of adjustment in the opposite way - not ENOUGH travel of the cable between the throttle and and the transmission.
Not sure if this could be your problem, but I was thinking my transmission was dying, but turns out, it was just a $46 cable!
Here's a picture of my cable below - it's the cable on the top of the throttle cable linkage - notice mine has way too much slack in it.
