From what you describe I think the following is working fine:
I think the cold injector, the 113F temperture switch, and the locked 60/40% modulating valve timing ratio is working fine for you as long as the engine temp is less than 113F. At 113F, the modulating valve timing is unlocked by the control system and control is "handed" over to the O2 sensor to control the modulating valve around a 50/50% modulating timing. Here is where it is doing a lousy job and you get idle hunting....
I would suggest getting the basic measurements out of the way with your new pressure gauge kit first. Although I do not expect any problems with your warm up regulator it is not a bad idea to check the distributor control pressure as the car warms up from cold. You 83T will start at approx 29 Psig and go up to approx 49 (46-55 psig variation) psig when the engine temp reaches 104F. The main gas supply pressure should be 74-84 psig for your T. If different, you may want to try to clean the warmup regulator internally. Check the resistance of your warm up regulator heater...between the terminals you should have some 70 ohms.
Once this is out of the way I would turn my attention to the O2 control system, modulating valve timing, O2 sensor, and fuel mixture screw...when you get to this point let me know...it is a bit much for this one outline...
