Other than just trying things, have you actually verified that the tail light bulb ground has a low resistance connection to chassis ground? To battery negative terminal? I would suggest looking at all of the grounds especially the trunk ground (tail light ground) and front cross member ground. This point has the grounds for the headlights, battery and a few other things. Disassemble, clean with a wire brush and reassemble with a little slilcone grease (contact grease). Most people look at getting 12V to the unit, but a low resistance path to the battery - terminal is also necessary. You have some sort of ground problem. The front cross emmber ground is terrible on C900's as it gets tons of salt (in the northern states) which corrodes the wires and causes bad connections. Do not be surprised when you disassemble the ground point that the ground lugs fall off the wires. Strip back, clean, flux, crimp and resolder lugs on if necessary. Solder is necessary more as a protectant to the copper wire and will not work unless you can clean away all or most of the corrosion with a wire brush. flux will help. Sometimes it is necesaary to replace the complete ground wire through the harness.
