I think the special tool is only an arbor to help press out/in the rubber bushing once the mount is off the control arm and does not help getting the mount off the control arm in the car. I remember a picture of one being used in Bentley.
Anyway, to get the bushing off the control arm rod, I grabbed the bushing mount with a vise grip and tried the C-clamp against the vise grip and the end of the contol arm rod(with nut on end to protect threads and provide a larger surface) but it kept slipping off. So I ended up whacking the vise grip with a hammer to drive it off. Not very elegant but with repeated spraying of penetrant on the rod, it finally came off. Once off the control arm rod, I used a regular socket with my el cheapo hydraulic press. I think a big C-clamp with a socket would substitute fine, because the bushing comes out of and goes into the mount pretty easily.
