Model and year information can narrow the investigation...
but...
For many of the model years, the LH fan is the AC fan...however its power control relay can accept two separate signal sources to turn on. One is the fact the main RH fan has been energized by the radiator temp switch...the other is the AC system has been activated. Neither of these fits your desciption...thus one would suspect the "AC radiator fan relay" has having a short in it. The relay does have electronic components in it.
It may be turning itself on with the raw AC fan power connecton to the relay which is powered all the time when the engine is running. Of course you could pull the relay, start the car and test the sockets to see if a control signal is coming in on ethier socket pin to power the relay....if not...then change the relay....but need to know the year/model before knowing which pins. If 84/85/86 then the pins would be:
87A and 85 are the two signal input pins (+).
86 would be the car body or dc ground for each input.
