The APC is not involved, but you do have to ground the single test connector wire up near the A/C evaporator box. The idle should drop just a little eg 100 rpm or so. If the car stalls when you do this, the base idle is too low. If the base idle does not change, then it's too high.
With the test wire still grounded, the next step is to jump the center pin and the pin closest the firewall on the throttle position switch. Then set base idle to 750-800 rpm, just a little lower than the idle speed set by the AIC valve.
Then remove the throttle position switch jumper and the ground wire to the test wire. Start the car and ground the test wire again, and your idle should drop a little.
