When the fuel-air mixture is ignited and the piston starts back down the cylinder, it's like hitting the crankshaft with a ball-peen hammer. Without the "harmonic" balancer, the crank would ring like when a wrench hits the garage floor. That ringing could start stress cracks in the crank, especially when you consider a combustion stroke occurs 25 times in each cylinder at 3,000 rpm.
The rubber surround and the mass of the pulley dampens the ringing like putting your hand on a ringing bell. However, there are better designs out there. SAABS have had a problem with the rubber parts separating from the steel parts for thirty years at least.
That's the main reason for replacing the harmonic balancer/front crank pulley on a SAAB. the other reason is the crankshaft oil seal located in the oil pump wears a groove in the balancer where they make contact so it leaks even with a new seal. However, if the wear is slight, a new seal will take care of it.
