In the process of doing similar upgrades, I managed to peg the boost needle beyond the redzone. This was a little too high for my tastes and I trimmed it down by lengthening the wastegate actuator rod. The rod is threaded and to adjust it, you look up from under the car, find the connection to the dump valve, remove the little clip holding the rod onto the valve, and then unscrew the rod a turn or two and clip it back on. While it =is= possible to do this from above, it is far easier to accomplish standing under the car with it on a lift. The dump valve is on the exhaust pipe near the battery.
Before you do this, I agree with Sleeper that you should check the APC solenoid function and APC connections. I have the Stage II APC -- I don't think it's likely you'll get max redzone boost with the Stage I, so something isn't right. It sounds like your wastegate valve might not be operating at all... either because it's not being "told" to, or because the valve itself is broken, disconnected, or misadjusted. Did you notice any engine knock during boost? If so, you must find out why your pressure is not being properly regulated before you damage your engine.
Persist until you find the problem. Best of luck!
