Rough Idle

After replacing about all there was to replace (w/u regulator, b/p air
valve, injectors, distributor, cap/rotor/plugs etc.) I'm wondering if
maybe my vacuum reading is telling me something.
My '84 8v starts OK, but runs rough at about 1000 rpm for about 90
seconds then moves up to 1300. Over the next few minutes it creeps back
down to normal idle, at 900rpm. I have the Aux Air valve cranked to the max.
On cold start up I get about 10-12" of vacuum, which rises to 17" when
warm. Once there it flutters about 1" at idle. I remember hearing that
a fluttering vacuum reading may indicate a valve too tight, or going.
Is this possible? Compression was 150, 148, 145, 152.
Under no load, at 1500 rpm (and up), and normal operating temp it has a
lot of shake, and occasional misses.
